What are they actually used for? The only thing I have seen similar
to this is used with a cell phone to help download an image or app
that will give you a coupon for the item that has this type of image on.
Since LO does work on cell phones, what are they made for? What will
they give the user?

That link says they're for advertisin LO on external web sites. So,
someone could point their camera at at their computer monitor that's
displaying the QR code and be taken to a LO site.
