The tabs are relative to the text box, as far as I can see. I am not really sure where I can find the "adjust text size to space available", but I'm pretty certain I didn't select it. In the 'Text' tab of the 'Text...' right-click option, "Fit height to text" is selected and not "Fit to frame".
