That keeps the picture from being modified, but it still gets selected.
I "Sent it to Back", but that does not work either.  Is there a way to
keep a draw object from being selected or to select overlying objects only?

Draw has the very nice feature of layers. You get easy access to it with right click on the tabs at the bottom of the edit window.

Insert a layer, move the picture to the new layer and lock the new layer.
Go back to the layer "layout" and make your drawings.
