Anchoring image to character gives you ability to position image relative to page, text area or paragraph, both vertical and horizontal. Anchoring image as character makes image behave as it was character. You can't move it horizontally and in vertical space you can move it in relation to imaginary text lines (see this Wikipedia article for details: http://en.wikipedia.org/wiki/Baseline_(typography) ).
