You must go directly to FreeDesktop Bugzilla:
https://bugs.freedesktop.org/query.cgi
Please note that FreeDesktop hosts bug tracking systems for bunch of open 
source projects, so you must narrow down your queries to LibreOffice.

To find bugzilla link on LO site, you must go to LO website, "Get involved", 
"QA" (Quality Assurance):
https://www.libreoffice.org/get-involved/qa-testers/
There you will also find links to TDF wiki pages that contains in-depth 
knowledge about bug reporting, triaging and testing.

But yes, Bug Submission Assistant is the place of first contact for most users, 
yet it requires account to only search for bugs. There should be some note 
that you can search for bugs and read them without account.
