If LO would ignore compatibility with DOC then it would become an island (which only used the ODF file format). If documents can not move back and forward between people who use MSO and LO then people will stop using LO. It's as simple as that. So, yes, LO programmers have to "waste" time to make DOC 100% compatible because you can be damn sure that MS will NOT make an effort to be 100% ODF compatible.
