Hi, Which Java version do you use (1.6, 1.7), 32 or 64 bits?
I would advise Java 1.7 and 32 bits version is mandatory since LO is 32 bits in Windows. (there are some working to implement 64 bits version) Also, did you install any LO extensions? Finally for the test, could you rename your LO directory profile (see https://wiki.documentfoundation.org/UserProfile#Windows) and try again.
