PDF is great for printing - that's what it was designed for. Commercial printers love PDF.
But it sounds as though your publisher is also editing layout. If there is anything like that happening, forget PDF. Open submissions will always be a can of worms. But at least (he said with fingers crossed) you don't have round-tripping issues, with files going back and forward between different systems, accumulating edits as they go.
