[email protected] We can usually signpost people to the exactly right mailing list for each individual thing but this sort of thing is a bit outside our scope. There are teams such as Design and Marketing and it's always possible to post bug-reports/feature-requests against this or any other OpenSource project. If the problem is with the format then it's worth taking to OASIS as they are always working on developing the next release of the specification.
