Hi :) I don't put images into tables or frames so i don't know if my way will work inside a table.
I just drag an image into the Writer document, add a caption. Adding the caption kinda adds a frame but you can grab the image inside that and move it around a bit. I only do fine-tuning using Alt & the keyboard arrow keys but to get the caption to the top you'll probably just need to move the image to the bottom.
