It's simply the font size set in the Footnote paragraph style. You
can modify this through the Styles and Formatting window (go to
Format | Styles and Formatting, click the Styles and Formatting
button in the Formatting toolbar, or press F11) or simply by
right-clicking in any footnote and selecting Edit Paragraph Style...
. Size is on the Font tab.
This will change the size for the current document. If you want this
to apply to other documents, you can load your modified style into
other documents from your original document using New Style from
Selection | Load Styles... in the Styles and Formatting window.
Alternatively, if you want this to be your default for all new
documents, you can create an otherwise empty document containing the
modified paragraph style, save it as a template, and then set this
as your default template for text (Writer) documents.
