They should indicate in their copyright information that their version is a "fork" of an existing "FOSS type" of software package. If they do not, then there may be some concerns if they imply that they were the creator[s] of the complete package instead of their modification[s]. That would be "plagiarism" if you were to think in the sense of a document. I do not remember what it would be called in the legal terms for taking credit of being the creator/writer/coder of the work provided by others in the current licensing structure of TDF/LO and Apache/AOo.
