Correct, all the History Manager extension--or the built-in LibreOffice
routines--accomplish is modification of the per-user LibreOffice  profile. 
Where the recently used documents reside in the *registrymodifications.xcu*
now including the thumbnail views renderings of each document used in the
StartCenter launch panel. 

They have *no* affect on the OS provided record of recently used
documents--e.g. the Recent items "Jump list" of > Windows 7.
