If it works, then it may be in your service.

If it does or does not, then either way I would contact your service provider and ask their support people why you are not able to download from the different download access points properly.

Look into the different ways you can down the file[s].

Are you using IE, Firefox, or Chrome?
I use Time Warner Cable for my access, in central New York State, and have no issues with the different download paths. EXE or MSI file extensions work the same.
