Why not take one of the free or inexpensive purpose built exchange rate apps 
for Android? Some of them will download updated exchange rate data when 
connections are available and all the ones I looked at briefly allow you to run 
the conversions offline. 

I think that would be a much better option than trying to force that into a 
spreadsheet type app.
