The best open source program that I have found to replace MS Publisher is 
"Scribus" (http://www.scribus.net).
The program works with many operating systems as shown on the download page 
(http://www.scribus.net/downloads/stable-branch/)

The current stable version (1.4x) does not directly support importing Publisher 
docs but there is a workaround. 
http://wiki.scribus.net/canvas/Import_Publisher_to_Scribus.

Version 1.5 will include an import filter fro Publisher.
