I use FoxPDF free reader for Windows and the default Document Reader for Ubuntu/Linux.

For creation of PDF file outside of LibreOffice, I use doPDF for Windows [since XP days] and CUPS-PDF-printer for Ubuntu. CUPS-PDF has been "depreciated" but I do not know what Ubuntu would use for an alternative. With Win10 seems to install a MS PDF printer "app", though I really have not tested it yet - since I use Ubuntu 15.10 about 90-95% of the time on this laptop.

As for a PDF editor, Ubuntu seems to have a few option, but I do not remember any FREE options for Windows.

I have used Draw to import pages of a PDF document, but it may happen once or twice a year for my needs. Most PDF I deal with are created by me, so I have the source file[s] to deal work with.
