But when I see the title I would try it with Software Sources. There must be a possibility to add sources in the web, like Packman, or also local Folders without any special description. After you have added the directory as a source you could close Software Sources and could open Software Manager (don't know the difference between "Software Manager" and "Synaptic Package Manager").
