Sure, from Tools -> Customize and add a New menu named "Sheets". Then add the commands you'd like it to have. Believe what you are looking for is in the Edit -> Fill menu at that release. Note that for the 4.4 release builds, the Calc Sheet menu item had not been assembled from entries on other top level menus.
