US users switch with cmd + ~ but other keyboard layouts doesn't provide easy 
access to the tilde and use different shortcuts by default [1]. So whatever we 
do some users will not be happy with the solution. Cannot say at the moment 
what exactly caused the change but you should definitely write a bug report.
