The short answer, IMO, is that you need pCloud to offer the ability to sync files on your hand held device to your cloud storage and looking at the pCloud listing feedback, at their app store listing just now, that feature appears to have a number of limitations and shortcomings at the moment, per feedback posts. You have already noted that Collabora Online (Android) only works with files stored in local storage on the handheld device. This is a feature not likely to change given the architecture of the application - but with a sync function of your local storage to a cloud account doesn't pose any real loss of functionality. So, to get what you want you need to push the pCloud folks to get that feature working properly.
