I don't really keep up with Windows or Mac, but newer MacOS and certain home editions of windows make it very difficult to install without certificates. That's an OS question and not a LibreOffice question: you'll need to solve it for any program that isn't on the official store, and the solution is specific to your exact version of OS, the version of LibreOffice, and the calendar date you are attempting the install. If you are trying to compile your own version of LibreOffice, this question more properly belongs in a developer forum.
