Let me comment a little further. Whether to anchor to page or to text really depends on the intended result. At one point I put out a regular newsletter of 3-4 pages for a local art club. As you can easily imagine, the pictures were far more important than the text. The layout was accordingly started by laying out the images, and the text was written to accommodate the images. This situation may not arise as often for most users of LibreOffice Writer as other situations, but is not to be ignored or even "deprecated."
