There are TWO items
* File -> Export ...
* File -> Export as PDF ...
(-> The item "Export as..." is simply not there.)
but nothing else.
and the Export as PDF ... options does NOT seem to have anything
related to epub in it.
As usual, I am probably missing something ...

Don't know what to tell you.
The "File" --> "Export As" --> "Export as EPUB..." entries are present
on the 'Writer' main menu for both a 7.6.7 and a 24.2.4 installs on
Windows I've on hand.
EPub is not an optional extension and the export filter is built-in to
core for the TDF build releases.
Are you on a Linux distro?
