Hi Blaine, If I had to do it, I would proceed as follows: Open Draw and set the page size as it is used in Writer and the margin all around to 0.00 inches. Draw a white rectangle the same size as the page. Over this rectangle, decorate your clipart images on the outer edge, but only large enough so that they do not protrude into the text area later. Select the rectangle together with the clipart, you may be able to group it. With the objects selected, choose File > Export and select e.g. PNG file type.
In Writer, open your document template and insert the PNG file. With Format > Page Style > Background image. In the dialog, import the PNG and then select Stretched and OK.
