I've found that the behaviour depends on how you anchor the image. If I anchor 'as 
character', click anywhere in the margins, and then Insert > Page Break, a new page 
opens automatically after the image.  You can also use Insert > More breaks > 
Manual Break is you wish to  select a particular page style.

On the other hand, if you anchor to paragraph or 'to character', then you most 
likely have to do as you describe and work you way to the bottom of the page 
before inserting a new page.

To change the anchoring, right click on the image and select Anchor.
