qsub submits a normal batch job, and from a quick "grep" of the
source, only when the job is submitted via qsh, the execution side
does the DISPLAY variable handling.

You may want to try qsh:
     qsh    -  submit an interactive  X-windows  session  to  Sun
                  Grid Engine.
