[gridengine users] Can a user specify in qsub request that only one of a specific type of his jobs should run per exec host?

Greetings,

I have a user asking this.
I'm thinking the answer is no, unless I make them an admin and let them 
create a consumable resource?

And that their sharing exec hosts,and queue(s) with other users and 
don't want to impact them in any way.
