I should have clarified this before. All I want to do is to specify a CPU quota 
for projects; i.e. SGE projects should have a limited core-hours for the 
project life time. For example, test project was assigned 6000 core-hours, it 
submitted jobs that consumed 1000 core-hours, then it should have 5000 
core-hours remaining.

Perhaps there are some tools that could be integrated with SGE to implement 
accounting policies!

that explain why submitting parallel jobs doesn't crash qmaster.
