Yes, this is an option. But a suspension (i.e. stopping the jobs) shouldn't be used, as you might end up with all jobs suspended and the normal queue with set RQS being empty.

Changing in the RQS by a cron job is working and I used it at some time. Having a time specification inside the RQS itself would be nice of course.
