I'm afraid not, as I've never built that source. I just put quite a lot of effort into making sure you didn't need instructions like that to build the version I pointed at. I'm afraid I've never built the Windows version, but other people have built that source on Windows and not reported problems, and there are some fairly recent Windows-specific fixes.
