I don't think anyone (exception: Oracle) is maintaining the SGEInspect codebase.
SGEInspect was written to monitor SGE clusters & Sun SDM (ie. Project Hedeby). I don't know anyone in the open source world using Sun SDM. Two of the original goals of SDM are to handle multiple clusters & cloud bursting to EC2. However, it is not straightforward to setup SDM, and cloud bursting is not easy to do it right. So if you only use SGEInspect to monitor SGE clusters, you may as well use qmon. If I recall correctly, SGEInspect does not have the ability to submit jobs.
