You will get the same behavior in SGE 6.2 as well. If you want to get the
old behavior, add -u "*" to the sge_qstat file:

http://gridscheduler.sourceforge.net/htmlman/htmlman5/sge_qstat.html

You can also manually run qstat -u "*" if you just want to list jobs from
other users.
