Depends what measure of utilization you are looking for. Are you trying to measure the amount of time resources have jobs scheduled against them (in effect scheduler efficiency) or the actual usage of resources compared to either total available resources or allocated resources (a sort of job efficiency measure). If you are trying to measure scheduler efficiency then you may need to look carefully at things like exclusive resources. Bear in mind that utilization isn't a nice simple measure where movement in one direction is always an improvement - it depends on context.
