I'm running into this as well with interactions with the load sensor. After a
set of jobs are scheduled onto the host the load sensor decrements the license
count which can prevent more jobs from that user to run. I thought perhaps a
"per user" would be useful - if the scheduler saw that a user already had jobs
requesting that license running on the host it would be okay to run more jobs
there.
