You could attach a consumable complex with an amount of 1 to each exechost and
request this for these jobs. Hence only one of these jobs can run per host.

Yes. I have in the end implemented something that mixes a unique queue
with a parallel environment that reserves slots.... Not the best solution,
but it is sufficient for now :) Thanks!!!
