What is missing on qconf compared with qmon?  (I think I've only used
qmon the few times I've hanged it, but it's a bug if you can't do the
same with qconf.)

I don't understand "windows" -- what does that mean?  As far as I know,
this is just a continuous exponential decay model (like radioactivity).

I don't follow what might need to be configured and why.  Is the
half-life model deficient somehow?

If the available configuration isn't good enough, I'm happy to take a
