Resource quotas would do the job. However this is rather heavy handed
and if the user is co-operative then what you are doing seems like the
right approach but maybe not the right resource. Figure out what it
is that makes the jobs "heavy" and have the user request an
appropriate resource. If no appropriate resource exists create one.
You might want to make the resource consumable as well.
