You mean time between submission and start of the job? This is in the
accounting file for finished jobs:
$ qacct -j 1234
...
qsub_time Wed Oct 23 17:45:42 2013
start_time Wed Oct 23 19:38:03 2013
If you want to compute something with it, you can parse the accounting file
directly:
$ awk -F: '$6 == 1234 {print $10 - $9}' accounting
$SGE_ROOT/default/common/accounting
6741
which is the waiting time in seconds (`man accounting`lists all fields).

For running ones, you get the submission time in `qstat -j 1234`, but the start
time is in the default `qstat` output - this might be less convenient to parse.
