You mean to switch off the repriorization? What is the output of:

$ qconf -help # first line only

$ qconf -ssconf | grep reprioritize

$ qconf -sconf | grep reprioritize

NB: As long as you have less active processes than cores, the nice value should 
be irrelevant as there is no further process to be nice to.
