So why is it trying to give the job slots in ondemand.q?
I've switched up my config a bit so that there are no more RQS rules
limiting users or projects to 0 slots. Instead I restrict access to the
queues by project in the queue definitions and then use RQS rules to limit
slot counts among those projects. I'll let this run for a bit and report
back on whether or not it helps. Thanks for listening, all.
