When clicking on "Edit this page" on https://hop.apache.org/community/events/ that gives me a 404. And editing https://github.com/apache/hop-website/blob/main/content/community/events/index.adoc "in place" isn't possible. So you mean to make a PR? Regarding user groups and chats: I am considering opening a user or discussion group for German-speaking countries (i.e., Germany, Austria, Switzerland, including Luxembourg, Italy, France - and even Belgium ;-)) at some point in the future.
