The Hop Server does not have a repository and is stateless (after a restart, everything is gone). Its original goal was to be an extension of the GUI and not a real server, as you would see in most applications. There are a couple of existing discussions on how you can use the REST api to upload workflows and pipelines. It is not a straightforward process, and you need to know how the Hop internals work.
