Error log?
What is "Listen" set to? 
Are you listening to port 80?
Do you have a FW? 
Is it blocking (check logs)? 
What is the IP of localhost? 
Why 127.0.1.1? 
Why not start out simple and don't complicate things until you get it
working...?
