YES! Vista can be a pain. I'm having similar challenges. It's not enough to click on the file to run the install. You have to RIGHT-click on it and select RUN AS ADMINISTRATOR. Gave up trying to get IBM's HTTP Server running on Vista. May even consider going back to XP for a while.
