That's not exactly what I am after. I'm trying to emulate
a Debian installation without using debian/rules. I'd end
up with a SERVER_CONFIG_FILE=/etc/apache2/conf/httpd.conf
whereas I specifically want it as /etc/apache2/apache2.conf.
I just tried this from seeing an old message to a mailing-list.

But as anyone can see, it's noted and redefined in ap_config_auto.h
include/ap_config_auto.h:192:1: warning: "HTTPD_ROOT" redefined
<command-line>: warning: this is the location of the previous definition
include/ap_config_auto.h:210:1: warning: "SERVER_CONFIG_FILE" redefined
<command-line>: warning: this is the location of the previous definition
So I guess it comes down to how to tame ap_config_auto.h and
prevent it from redifining both the command line args and my
--datadir=/etc/apache2 + --with-program-name=apache2 ?
