The server seems not to be parsing the squiggle as a "home" indicator
and so thinks it's just a filename. Does the user exist on the
webserver?
Oh man-- I was sitting here saying "Duh, of COURSE the user exists" when
it occured to me, I never pointed this machine to the ldap directory.
