Try Options -multiviews in your config file above those directories. If you aren't serving one-of-several flavors, e.g. if you had five corresponding .html files with the same base name but different languages/character sets, then multiviews does nothing but perhaps mess things up. The base names, in this case, for 1 John 1.1-2.6.html, is simply 1 John 1, although there is only one filename that matches that pattern.
