I have looked at it again and it seems that suexec itself doesn't see the
TMPDIR variable.

I was able to pass HOME variable to suexec and the CGI (through patching
suexec), but not the TMODIR. 

I don't see in mod_suexec.c anything that would manipulate the environment.
Does anyone have an idea what can cause this?
