abc isn't part of your query
Make it:

RewriteCond %{QUERY_STRING} ^id=(.*)  [NC]
RewriteRule ^/abc$ /efg/%1  [L]

It still does not work.

I am still getting the file not found.  I feel like I am closer.

You need to deal with the query string in a RewriteCond.
